Job Purpose:

We are seeking a skilled Project Manager/Scrum Master to lead 2–3 Agile development teams across multiple concurrent projects or one large-scale Agile initiative. This role ensures the effective execution of the Software Development Life Cycle (SDLC), including requirements gathering, planning, design, development, testing, and deployment. You’ll play a key role in coaching teams on Agile best practices, fostering collaboration, improving delivery efficiency, and eliminating barriers to progress. You’ll also serve as a liaison between stakeholders and Agile teams, ensuring transparency, accountability, and high-quality results.

Requirements

Key Responsibilities:

  • Lead Agile ceremonies including sprint planning, daily stand-ups, retrospectives, and reviews.
  • Leverage Jira to manage backlogs, track progress, and ensure clarity of Epics and User Stories.
  • Serve as a coach and mentor to Agile teams, promoting Agile maturity and ownership.
  • Facilitate team collaboration and act as the point of contact for stakeholder communication.
  • Support Product Owners in managing backlog priorities and resolving project conflicts.
  • Work with technical leads and managers to remove team blockers and drive continuous improvement.
  • Monitor sprint deliverables for quality assurance and timely completion.
  • Contribute to Agile adoption across the organization by training and coaching other teams and stakeholders.
  • Ensure compliance with established project management standards, policies, and practices.
  • Provide project updates and communicate risks, progress, and outcomes to leadership.
  • Support deployment and maintenance activities, ensuring successful project outcomes.
  • Perform other duties as assigned to support Agile delivery.

Required Skills & Experience:

  • Bachelor's degree or equivalent combination of education and relevant experience.
  • 8+ years of project and program management experience in Information Technology.
  • 5+ years as a Scrum Master, leading Agile teams and delivering complex projects.
  • 3+ years of experience using and administering Jira and Confluence.
  • Proven understanding of the Software Development Life Cycle (SDLC).
  • Scrum Master certification (CSM, PSM, or equivalent); advanced Agile certifications preferred.
  • Strong communication and leadership skills with the ability to manage cross-functional teams.
  • Exceptional problem-solving, organizational, and time management skills.
  • Ability to interpret technical concepts into business-friendly language.

Preferred Qualifications:

  • Experience working on government projects (2+ years preferred).
  • Familiarity with implementing Scrum and Kanban in technical teams.
  • Hands-on experience with cloud platforms such as AWS or Azure (2+ years preferred).
  • Project Management Professional (PMP) or Certified Associate in Project Management (CAPM) certification.
